libdispatch starfish test fails when cpu_count = 1

Description
The libdispatch starfish test hangs when cpu_count = 1 but works when cpu_count = 6 or more. CPU utilization is 100% but the test does not finish. If you manually change cpu_count to 16 on a uniprocessor system, the test will complete.
